ORCHESTRA is a Horizon Europe initiative currently in development, designed to build Europe's next generation of trustworthy, sovereign AI infrastructure for healthcare and industrial applications.
ORCHESTRA envisions a secure, interoperable framework for coordinating AI agents and models deployed in sensitive and mission-critical environments. The project prioritises trust, transparency, and compliance readiness, while ensuring cross-border interoperability without compromising intellectual property or operational autonomy.
At its core, ORCHESTRA seeks to enable a coordinated European ecosystem where AI agents are validated, benchmarked, and governed according to emerging regulatory and ethical standards.
This pre screening process identifies potential partners and contributors for a Horizon Europe proposal based on expressions of interest.

We are inviting companies, research organisations, and technology providers active in healthcare and industrial AI to join the ORCHESTRA ecosystem. Participating organisations will receive complimentary access to European AI Factory services, including advanced testing, validation, benchmarking, and high-performance computing resources, supporting both performance optimisation and regulatory readiness.
The ORCHESTRA team will contact participants to request additional information and discuss future conditions, including financial and contractual aspects.
The training and federated learning infrastructure supporting ORCHESTRA is provided by CAFEIN, the CERN Applied Federated Learning for Intelligent Networks platform developed and operated by CERN. Built on CERN's decades of experience managing sensitive scientific data at scale, CAFEIN provides a privacy-preserving environment for training AI while keeping data inside each participating institution.
The platform uses differential privacy, secure multi-party computation, and homomorphic encryption to ensure raw data never leaves local infrastructure while maintaining provable privacy guarantees. Independent benchmarks rank CAFEIN among the leading federated learning systems in Europe for both privacy and computational efficiency, making it well suited for clinical, pharmaceutical, and other mission-critical environments.
RISE is Sweden's national research institute, supporting industry and the public sector in developing products, processes, and operations for a more sustainable future. Through applied research, advanced testing and demonstration infrastructures, and interdisciplinary expertise, RISE helps organizations move from early ideas to innovation and successful market entry.
By working closely with companies, governments, and research partners, RISE contributes to faster technological transition and strengthens the competitiveness of businesses, society, and Sweden as a whole.
Bavel Health is also part of the ORCHESTRA ecosystem. It is an infrastructure platform that transforms hospital data into AI-ready real-world evidence. Its federated technology structures and harmonizes clinical data across healthcare systems and institutions to power the next generation of medical research and AI-driven healthcare, while keeping patient data securely inside the hospital.

MIMER, Sweden's national AI Factory node co-operated by RISE Research Institutes and LinkΓΆping University through NAISS, is the host for this initiative. Specialising in life sciences, material sciences, and autonomous systems, MIMER serves as a one-stop-shop for AI innovation.

Startups and industry partners submitting a model or AI agent to the ORCHESTRA ecosystem follow a three-stage onboarding process. First is an expression of interest reviewed by the ORCHESTRA Technical Board. Second is a feasibility and compliance review covering EU AI Act risk classification and interoperability requirements such as REST API, FHIR or HL7 compatibility, or ONNX or container deployment.
Applications are assessed on clinical or industrial evidence, technical readiness level (TRL 3 to 5), and alignment with priority domains, especially agent workflow orchestration. Participants may join as Associate Members with a single validated model or as Full Consortium Partners with deeper governance and co-development roles. Both options are open to SMEs, startups, and established companies regardless of CE marking status at the time of application.
ORCHESTRA protects the commercial interests of participating organizations. Contributors retain full intellectual property over their models or agents, and ORCHESTRA does not claim ownership, sublicensing rights, or revenue from participant IP. Access to models is managed through a standardized ORCHESTRA Participant License that is auditable, consent-scoped, and revocable. Each model listed in the ORCHESTRA Agent Registry includes attribution, versioning, and usage tracking.
Participation can also support access to European funding opportunities such as Horizon Europe, the EIC Accelerator, and national EDIH programs, with partners helping members prepare competitive applications. Each participant remains responsible for regulatory and clinical claims related to their model, while ORCHESTRA provides the validation infrastructure and governance framework.
